Preface

The rapid development of information network and Information Communication Technology (ICT) have profound influence on education objectives, education content (curriculum), education methods, growth of teachers’ profession, and education administration. The footstone of a nation’s progression lies on the criteria of people’s ability of applying information technology and perfect digitized learning environment. Therefore, ICT education becomes the focus for Taoyuan County’s education development. Since “The 3-year Information Education Plan” in 2004, Tayuan County has increased concretely its investment on ICT education. In the construction of information environment, the Internet bandwidth for junior high and elementary schools in Tao-Yuan County is upgraded from 1.5MB to 100MB. During 2004 to 2006, 16929 computers have been eliminated and replaced with new computers for junior high and elementary schools in the Taoyuan County, with the total expense as 480 million dollars, implementing the policy “Computer for every class, Internet for every class in any time.” Furthermore, the construction of e-library and e-specialized classrooms is promoted underway. In the aspect of elevating teachers’ ICT accomplishments, the teachers participating in the training for ICT education take up 80% of the total teachers of junior high and elementary schools in Taoyuan. The subsidy for information teachers team is offered in order to enhance the effects of integrating information into education. In the aspect of elevating students’ information ability, the information ability index for the third to seventh grade is established and various promotion activities of information contest, such as typing in Chinese or English contest, Internet contest, Taoyuan County official website for kids, “Momo Paradise” and etc., are held, with more than 250 thousand students as participants.

  

The continuous investment on both software and hardware construction helps to elevate ICT education. It is even the key point for ICT education that teachers and students are able to apply information network and communication technology for teaching and learning. We hope that, through the establishment of “White Paper on ICT Education for Taoyuan County,” ICT education in Taoyuan County can be developed with the prospective and promising methods upon the current basis.
